In normal times the Inner Loop gets very crowded with office workers, which is why it uses 2 cars. In the past, there were occasionally 2 car trains used on Omni and Brickell but currently 2 car trains are not allowed on Brickell because of certain issues with them where the Brickell extension splits off. It's unfortunate as we need the extra capacity during special events, Brickell cars can get suffocatingly jam packed.
