Prosecutorial discretion certainly can reflect political bias. This is evident for instance in disproportionate application of punitive measures to ‘blacks’ compared with lenience to ‘whites’ - and of course in the one law for the rich and another for the rest that has facilitated a felonious career for Donald Trump that would be astonishing for one not so privileged (in his case by luck of birth).

As a general rule, a grand jury’s _indictment_ is a stronger case than a mere _information_ filed by a prosecutor without that. A grand jury’s investigation tends also to take longer to bring to bear its greater resources.

What was shocking to the uninitiated wasn't that the historically pro business party backed a Yankee real estate developer/brander (think Romney) but that the historically "moral" religious right suddenly decided to support a King Salomon type. However, if you knew about the relative recent changes in the evangelical churches' dogma, it's not that surprising.
