If your talking about ISAD, in his case, there are only light touches, that don't really affect speed/trajectory. therefore doesn't affect race times of other players to take away for. But if you're talking about people bashing from behind, well, it's broken penalty system, that is very loyal to backshots. You only need to pretend that you were braking, and get no penalty.
