We first boil put tea to boil in water and then add milk in it.

Yes tea has to be made by boiling it in plain water first, not directly pouring milk. Add ginger before you add tea powder into to the water until it warms up and then you add tea, later on when it starts boiling add milk, finally when you the milk also boils then the tea is fully prepared to serve.
