What if the owner had died and none of the relatives could take care of a dog. There are apartments that do not allow pets. I don't think he would qualify as a service dog.

Its a well known fact you should never repeat a command and especially not in a quick way. You should say it once in a calm but firm voice. If the dog doesn’t get it after a few seconds, say the command again with a hand signal. If they still don’t get it say it once last time while showing them what to do (ie: either leading them with a treat or in this case pressing gently on the rump to get them to sit)

We got our family dog from the Edmonton humane society almost 10 years ago and signed him up for classes there too and still go to use the self serve bath service there all the time.
