Road rage on the A595 Distington Bypass

The driver of a black Honda Civic (FY10TXC) in a rage...
Off the roundabout white Mini (WL19TNU) is behind the Civic but the Civic stays wide and the Mini appears to drive up the inside of the Civic - maybe they thought the Civic was turning right?
The Civic stops the Mini and goes up to the driver. Words are exchanged and traffic is held up.
What do you think? Are the actions of the Civic driver justified?

Wilful obstruction of the highway is an offence, the offence is committed if a person without a lawful excuse or authority wilfully obstructs the free passage of the highway.

As well as an offence under the Highways Act it's a straight Section 4 Public Order offence too. It's public interest.

People are "interested" in all sorts of nasty stuff, and there are always scummy tabloid "journalists" who will exploit whoever they want for a few quid. Clicks for money thats all you looking for. Not a care for the people you shame. You would have at least blurred their faces.

@@DM-ur8vc I don't think it is. His actions can be argued to be threatening and possibly abusive towards the other driver so a S4 iffence is complete. It could even be argued as a 4A, although a defence would be that his actions were reasonable, but does that look reasonable to you? And theres several options to pick from SOCPA reasons.
