Autonomous regions like Inner Mongolia have peculiar development patterns. Look at this swank hotel in the middle of nowhere! When Beijing put money into these regions to help development, no doubt some corrupted officials feathered their own nest. Many got caught recently. When the digital Yuan is in circulation, bribery will be a lot harder to hide.

So much of China's Poverty Alleviation was achieved through investment in transportation infrastructure. It can change a subsistence farmer into a producer for a much wider market. Over time these projects pay for themselves many times over. We used to be able to do this in the US. Now a project can hardly get going unless it produces profit for a billionaire next week.
