I just found the clip on KZbin. Search KZbin for 'we fear change' and you should find it. Rob Lowe doesn't laugh in the clip though so it must have been a second take that made it into the movie.

Yeah, he did break in a few clips from Parks and Rec, but I don't think he was ever the first one to break. He doesn't drop character unless the shot is already ruined. Danny Devito is like that too, in Always Sunny. Everyone else is cracking up and he's just standing there being Frank, LoL.

austin powers 1 is an absolute classic. sequel was great mostly bec of mini me & FB, but took the silliness to a new sophomoric level. also kinda missed liz hurley. the 3rd one, im not sure what was happening. probly a cash grab by all involved. might not be too late for 4th and final installment. but they'd have to re invent it in a fresh way. bring back liz, her chemistry with myers was amazing
