Of course Elizabeth and Robin shared a lot during their childhood and teenage years, but everything I've read indicates they didn't really fall in love until their 20s, maybe as late as when she came to the throne. It is possible they grew closer during Mary's reign, in part due to their time in the Tower and the fact they both faced imprisonment of different forms and even death at that time. Robin sold some land to privide Elizabeth with money during Mary's reign, fir example, and Elizabeth didn't hesitate to make Robin her "Master of the Horse" when she became queen. Something was happening between the two.
