When Garcia is in a fighter's corner, I know the fighter would be well-prepared for the fight and has potential to rise to higher levels. You don't allow a man to fight if he's on something, it puts the other fighter at a possible disadvantage. If you test him (After) the fight it makes no difference the damage is already done.
