You can bust the wall in the bathroom and find it there. There's a catch though, if you go into the bathroom courthouse first, it'll be in the other one where there's the "glitch" in this video. It changes depending on where you go first.

Hopefully you guys figured out that this is not a bug. You're in the wrong courtroom. Bust through the wall in the bathroom clear that courtroom out and the access card is in there.
