This is not like building a house where it goods from bottom to top. Many things have to go in parallel or else you will be too behind later. If you keep fixing Indian railways before starting bullet train, whenever you are ready it will take 10 more years... But if you start something now, it will be slow but when you are ready you have foundation to build anything in 2 to 3 years .. Same thing in military... India military is one of the largest in world, it will be modernized in batches... But other things are equally important... Like drone systems, robotics etc which help save lives more than gear as years go by... So, you are right but also doesn't mean we should not start work on highways beofe all state roads are fixed.. Etc... India is poor, corrupt, in a difficult neighbourhood.... We are doing the best we can, 23 should understand our own limitations and requirements before frying about every project beucase something else is important too... Then nothing will get done...
