The reason it doesn't have an unmasked head is maybe not only because of it being an extra cost but because there might be a licensing problem with the actors head. Figuarts amazing Spiderman had this problem where the figure had the head removed due to licensing reasons. Perhaps they are saving the unmasked head for a battle damage version without the sleeves that'll be premium bandai perhaps.

Idk it looks fine to me, but i would expect better from figuarts, sleeveless arms and an unmasked face should be standard for a figure of that price point, only 1 alternate head is just a cop out imo.
