No, the Gohan treatment would be continually forcing him onto center stage and revealing power boosts to keep him relevant, only to then get left behind again. They roughly only did that to Lee once. To qualify as Gohan treatment, at least three times should be necessary. More importantly, these lapses are not due to disinterest in fighting. Gohan's blocks are more mental than anything else. There's nothing wrong with his body, but his mind keeps getting in the way. If Lee had Gohan's body nothing could stop him. If Lee had Gohan's mind... that would truly be the Gohan treatment. Because then he'd see nothing wrong with teasing the fanbase that way.
