It might be tough to notice, but, given the music, I'd hazard a guess that Marisa isn't copying Touhou characters so much as MegaMari's boss characters. It's a Megaman-esque games that stars the Ordinary Magician and her sidekick Alice, after all, so she at least has a solid base from which to start.

Looking some fan games makes me think that actaually they run out of ideas after MM3. I mean in MM2 Wily created 8 of his own robots and in MM3 ther were the doc robots. After that the whole MM series kinda died a little after every new sequel. Alittle like what happened to Tomb Raider. Except that Tomb Raider 3 was INSANELY hard
