I don't understand why many of you are not understanding the point of the video. He's showing that the mission requires you to style or cut your hair & beard. But if you go bald & clean shave before starting the mission. Still, he will take you to the haircut. A new extra-clean shave will be unlocked. The game doesn't let you do an extra clean shave before starting the mission. Rockstar added that because if someone comes with an extra clean shave and bald head, then taking the player to a barber doesn't make any sense.

I think that would boil down to the culture of the company. I don’t see them hiring a team specifically to do that and it’s certainly not just one guy. I think they must have a company policy of “if you think of something, come tell us and I will carefully explain to you why it can not be… or we’ll add it if it’s good” Stuff like this video or “what if they’re just stupid and shoot the guy before the cutscene? We should add in a scene for when that happens” or “what if they move slightly to the left of the marker? Should we fail them immediately or put a warning on screen before failing them?”… stuff like that

As stated here in the comments, the game adds the extra clean shaven option at this point, likely to prevent a game freeze similar to the hunting mission with Hosea. If you begin the part where you are supposed to make the potent predator bait with already having all you can carry, the game won’t let you craft any more, or acknowledge you have some already and don’t need to make any. I had to reload and restart the mission after discarding at least one.

If you go to a cheaper barber in saloons and stuff you get the same 'clean shaven' as at the camp. The Saint Denis barber is just a better barber/has better tools and always has that option. Nothing to do with the mission, just going to a higher end barber shop.

I forgot which mod it is, probably WhyEm's DLC, but I once walked in there bald and already "extra clean shaven" and the mission wouldn't advance at all. Trelawny just stood there telling me to get in the chair which I couldn't do. I had to reload my save, add hair and facial hair from Rampage Trainer then start the mission again and it let me get a haircut.

You guys have it the wrong way around. The purpose of going to the clothing store and then barber is to give the player new appearance unlocks that fit the theme of going on a fancy boat. The devs don't need to add a "fail-safe" as they could have just let you skip the barber completely if you were already shaved.
