He DID have a number of elite death squads, (Mega Man Killers, Genesis Unit and Dark Men) money-making robots, (crystal man, jewel man, and others) plus many other lesser robots to do his bidding. Not to mention all of the other robot masters that he built and reprogrammed. Wily might be responsible for government corruption.
