its an Influenced item. There are different types of influences but basically it unlocks the ability to roll new modifiers specific to that influence.

@@herculyys lmao sounds more like you get rolled bc you cant put a build together. I one shot- two shot most rares at lvl 93. The changes were the best thing this game has gotten. Not to mention if you could read, he chose a modifier that they heal like 60% every 3 seconds. Just dont be dumb and learn to read if you dont have the dps.

SSFHC? You dont want to die, so you focus defense over offense - which has an obvious side effect. Also, 99% of his builds are incomplete - not enough levels and/or 4-5L etc.
