The reason we Russians don't usually type colon in the smileys is probably because we are lazy to do so :D In Russian keyboard layout typing colons can be quite annoying (it's a bit harder to type shift+6 in the Russian layout than shift+; in the English one whereas Russian layout is usually the default one).
