Putting them on display might seem weird, but it's also a type of fun. I remember playing GTA4 and one of those numerous umfinished playthrough attempts I decided to not steal any cars except for those owned by the people I k**l in missions. Once I got what I believed was the pinnacle of design, sound and handling, Bravado Banshee, I noticed I barely used it, mostly prefered to use "substitute" cars that are similar in concept but are a lot more common and are based on cheaper IRL models. And money is not what I was driven by: repair of a damaged vehicle always costs the same. You can drive and beat any car, and the "amount of fun" doesn't change that much with price of that car. If you own a crazy expensive special thing, the best way to get most fun of it is to use it in equally special way. One such way is to just let it sit and start and drive it very rarely to make some sort of artificial deficite of that special car. Like, if you daily a C199 it's no longer a McLaren, it's a hella inconvenient to get in and out Mercedes. Just absurd repair bills, laughable fuel economy and very little pleasure.

He blurred the plates so that if something goes wrong with it at a later date, Rolls can't be like "We found a video of you driving this car in a way in which it wasn't designed to be.
