I am currently studying in Glasgow, preparing for my OOW written exams. I would like to make a small contribution to this video only to make it more clear that there is a huge difference between PRACTICABLE and POSSIBLE. Having said that Rule No. 10 point (h) states: A vessel not using a traffic separation scheme shall avoid it by as wide a margin as PRACTICABLE. POSSIBLE - could also mean the other side of the world. PRACTICABLE - depends more on the situation your in and what is more appropriate in the prevailing circumstances and conditions. It is very important to stress on that in this rule. Kindly refer to 10:03 in the video. It will be great if you could stress on that a bit too so it becomes much more clear to other people. wishing you all the best and success with the videos. The definition for fishing vessel is ' The term "vessel engaged in fishing" means any vessel fishing with nets, lines, trawls or other fishing apparatus which restricts maneuverability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict maneuverability'. The key words here are restricts her maneuverability. If fishing gear used does not restrict her maneuverability, it is not a fishing vessel.

Check for sea room and alter wide, you are going out of TSS to avoid a collision situation. However early action will ensure you alternation is not very wide. Also tap the possibility of reducing speed.

Hello Sir, Since rule 10 does not have any special obligation for a cbd vsl, i am assuming that if own power driven vsl following a tss encounters a crossing cbd from port or stbd, own vessel has to take action as per rule 18 and 8f(i) & (ii). But then if ROC exists cbd vsl is bound to follow rule 15 in this case as per 8f(iii). So keeping all this in mind, i reached these two possible actions in cbd crossing sitaution if ROC exists: - cbd crossing from stbd to port: cbd to keep course(perpendicular to direction of traffic flow) nd speed, own vessel to leave tss at small angle and then alter wide to pass astern of cbd or alter wide(90 degree) within tss itself to avoid immediate danger and pass astern - cbd crossing from port to stbd: In this case, the cbd will meet own vessel after crossing the seperaton zone or line, she shall reduce her speed further such that there is no ROC anymore and own vessel can safely pass ahead of her by continuing to follow tss. The own vessel should have taken early action as per 8f(i) so that ROC would not exist but since, ROC exists, own vessel to consider increasing speed to safely pass ahead of her, or if that is not possible, alter wide, leave tss by a wide margin, reduce speed and turn around in inshore traffic zone and call master. If cbd vessel is replaced by pd vessel in these cases and ROC exists, - actions of both vessels remain the same in stbd to port crossing as in cbd case. -in port to stbd crossing, crossing pd vessel to take action by altering to stbd evn if it does not comply with 90 deg crossing since it is to avoid collision. Own vessel to keep course and speed but it it becomes apparent to her that crossing pd is not taking action, she shall take the latter action as described by me in cbd vessel case. I considered actions to be taken by both the vessels in each case since surveyors ask the situation either way. Please evaluate these actions and correct me if i am wrong?

When ROC exists 8f1 stage is over. If cbd on stbd side own vessel may also reduce speed to pass stern of cbd. If cbd on port side she is give way and own vessel may taken action as per rule 17 increase of speed is not an option.

Thank you for the reply sir, can you please elaborate on the action by own pd vsl which may be taken if cbd crossing from port side ... because i am confused particularly about this case ... should the own vessel keep her course and speed as per 17a(i) and take action only if cbd is not taking action as per 17a(ii) ... or should she take action regardless whether cbd is taking action or not so as to not impede her safe passage as per 8f(ii) ... should the master be called in such a scenario?

And I know that it is written for F/V, S/V, and vessel less than 20 m because they have the non-impeding obligation and for the hampered vessels they have to follow rule 18 in TSS. But how to give answer to surveyor if he don't want to listen rule 18? please help Sir.

I can only give the correct interpretation. You may tell surveyor politely that the ' not to impede concept' does not apply to nuc in rules 9 n 10.

take action as per 8f(iii) and rule 18. Since u are pdv, you have to keep clear of sailing vessel as per rule 18. Hence you may alter course to any side or reduce speed. Also check area outside tss and inform vtis.

May take some time.Mean time remember than rule 10 has no special provisions for CBD and rule 18 says pdv should not impede passage of CBD. The term not to impede is explained in rule 8. You can check that.
