Bro because here rule no 15 also applicable from the vessel b side. From view of CBD vessel the PD vsl is on Stbd side so she have to take action CBD vessel is also a PD vessel because CBD is propelled by machinery Correct me if I m wrong

@@mohdyousufkhan7193 hello... Actually the sequence of the actions is very important in ROR. In this situation first PD has to take action but if by any reason PD can't take action then CBD will take action. PD doesn't have to draw attention by blasts.

TSS says it does not relieve any vessel of her obligation under any other rule....so as per rule 13 the one who is overtaking is responsible to keep clear ....but it's a special case that nuc overtaking then in that case you also have to take caution and permit sea room for nuc as best as possible
