Rotate Around A Point In Illustrator

In this tutorial we'll be going over how to rotate an object around a specific point in Adobe Illustrator.
As you may already know, you can rotate an object using the Selection Tool. However, it on;y rotates around the object's center. If you want to rotate around a different point of your choosing them you'll have to use the Rotate Tool.

Manually is Ok but... If i want to rotate by a specific point using EFFECT/TRANSFORM?? Is it posible?

For some reason when I move the rotate cursor to a new location it defaults back to the center. Not sure what I'm doing wrong. I'm using illustrator 28.3

holding ALT key u have 2 move the rotate icon to the point u want to set

My Ilustrator is 2019. There's no Rotate tool in it. Is there another way around? Also, from where I can get a recent Illustrator version

It should be there. Make sure Illustrator is displaying all tools: Window > Toolbar > Advanced
