Rotating VOPs noise in one axis using a vector

3d Noises can rotate in a 2d plane defined by a vector, we can create a vector and feed it to a quaternion rotation to create this effect and have a more precise control.
This is a variation of this tutorial I found from SAW -T: • Houdini Rotate noise

Hey hey, I am really glad it was useful, I had the same problem and once the rotation was solved I decided to share the solution, I wasn't sure if anyone would have the same problem haha, I guess I was wrong
