Can confirm, I served on the Majesty (US to Bermuda) while working for Norwegian Cruise Line. It's a smaller ship compared to most other cruise/luxury boats, but due to the size, we always docked at Hamilton Harbour instead of the normal dockyard terminal in St.George (it's a much prettier and more private dock, practically in the center of town, while St.George is very industrial and hyper-touristy). However, the trip into Hamilton harbor is a bit tricky as you need to basically thread the needle through a few small islands, and the channel is a bit shallow (which is what makes it such an exclusive port), there's a lot that can potentially go wrong and it requires a local expert to guide the ship, in case any complications arise. This expert is called a pilot, and they'd bring him out on a little boat, pull up alongside, and have him climb up a similar rope ladder. I only met a couple personally, Mr.Matthie and Lightbourne, but they're all quite muscular. They'd usually climb partway down and jump to disembark, once we were back out to sea, past the reefs. They told me that some cruise ships are easier because they have lower deck doors, but that it was the cargo ships that could be a serious workout because they often required more of a climb. They'd also come out to retrieve seriously injured or sick passengers if we were close enough, but I wasn't medical staff so I never saw how that's actually accomplished.

Your timeline is a lot off. It was science fiction in the 70s or earlier. Both NATO and CCCP had visions (and some sketches, ideas for specific ways to power it, steer etc - of course all very crude but certainly meeting hard SF standard) of people flying on personal jetpacks in the future. This was common enough that in Soviet-controlled Polish school my mom as a kid wrote about future with jetpacks all this time ago. As a general concept with a little bit of tech meat, it existed at least a few decades more. So its probably a fantasy from dawn of humanity to XX, then a concept, an item extensively written about in SF since 70s, now a reality.
