there's no way anyone can gatekeep chop shop especially when its the only one money making method besides the other boring ones and similar feature existed back in 3.0 where people have to find the NPC every reset and people always able to find it people will just split up and do grid search everytime the NPC switched locations

The problem is that information leaks uncontrollably and not between established criminals. The fact that half of the Burger Place employees knows about the new location is a fail RP, civilians should never receive such information.

He was found 17 minutes into the tsunami near a stash of car parts, Gigi did see shady people that went over to his location, but the issue was he was found 17 minutes into the storm over an area that was basically a good place to stash stuff behind the bowling alley so it was going to be fast.
