If RT wanted to have experts to fact check their bullshit, they'd need a LOT of doctors of all kinds and from all fields, and literally nothing but Doctors. There are more than one kind of scientist, and doctor is simply a title for someone who has a doctorate. For instance, there are actually Doctorates and Research Doctorates in law, and in fact Lawyers in the United States are technically all Doctors as you need a Doctorate of Jurisprudence to become a Lawyer. If RT wanted an expert in Law, they'd want a Doctor or Scientist of Law (real things).

As I recall, the child on a milk carton thing originated from a kidnapping a long time ago where some guys got two kids to go with them to go get some candy. While the older brother was in the store, the guys left with the younger brother. Nothing like it had really happened before, so it made national headlines and the younger brother's face was put on a perfume bottle to try and help spread the word and find him (he wasn't found). Over the years then, the face on the perfume bottle translated to on a milk carton as it was something that most everybody was going to use and see. This story is also why kids are warned against taking candy from strangers.
