RTC | Are the Critics Right About Twister?

The biggest issue of Twister was the paint-by-numbers formula. Dorothy 1, 2, and 3 meant that the first two were going to fail, and the 3rd was going to succeed. However, they filled in those beats with exciting and tense moments, decent character interaction, and Philip Seymour Hoffman.

Honestly, I think it's unfair to judge an audience score from Rotten Tomatoes since the website wasn't around in 96.

Agreed! It was a different time, and people had vasty different expectations in 1996. RT needs to do the work and find relevant and timely reviews.
