Whether Eggman ever returns is completely up to Jim Carrey as he's officially retired from acting after this movie and he only returned because he loved the script of the movie. Tbh Jim Carrey gives such a wildly fantastic performance in all three of the movies so far and I'm just amazed how well he's consistently played the character which is why he was perfectly cast as Eggman/Dr Robotnik I do think his arc is very much concluded and although Sonic 4 is set to release in 2027 I can see them use other Sonic villains other than Eggman, even if Eggman is the most iconic villain in the Sonic franchise.
