In my opinion this is how Dana's sees it. So basically Dana always wants the baddest dude to be the current champion, he doesn't like it when someone undefeated (or someone walking about on a win as champion) to leave the belt, he would much prefer them to lose the belt to the next champion who would walk away the winner and sell more as a result, for this reason Dana hates what both Khabib and George did as left the sport as the best in their respective weight classes. While Khabib was Champion however, Dana strictly did not want Khabib V George because george wins he vacates again and belittles Khabib (at the time, Dana's Cash Cow). But times have changed now Khabib has also left and thus neither would be staying around (Another positive to this match up is it might bring one of them back for another, for example gsp beats khabib he might feel he can challenge someone else) so Dana has no cash cow to lose either way the fight goes down, annnnnd if khabib loses then gsp already has losses so the goat sways more in favour of undefeated in the ufc. I think people who thinks khabib is the greatest are way off. He had a few fights in a division he was big in and that helped his wrestling style. He walked away in this prime and never chased greatness. Other guys like triple c or conner and on and on chased multiple belts always wanted the next challenge. Khabib kept it relatively safe. The list of people khabib has fought is impressive as of the last few( all guys with losses) but no where the list of guys as john or gsp who fought killers for years.

It was never that Dana didn't believe GSP wanted the fight. Dana didn't believe GSP would defend the belt if he won, and with good reason. 165 didn't make sense back then because if Khabib loses you take a lot of shine off of your 155 champ and lose money. But in my mind this is pointless until we hear from Khabib.
