I'm Brazilian, but I think it's easy to understand, and I'll explain it in a way that you can understand how it works in Brazil, a little similar to USA... Racism dates back many years. In Brazil, a black person calling another person "negão" (literal translation would be "Big black guy") or "neguinho" (literal translation would be "Little black guy") is just what he means, but a racist calling a black person these things is a way of offending him for being black (obviously it depends on the context, the words themselves are not real insults, but they were often used as insults in the past and unfortunately in the present). As if being black is something bad, being black is being inferior to being white. So a black person can call another person these things for example, but it is not acceptable for a white person to call a black person that way. It is ingrained in people's minds and they understand that they are being offended. Don't feel offended, it's not my intention to offend, but I'll give you an example that will help you understand even better. If you Asians are talking about having slanted eyes, it wouldn't be racism or xenophobia, but if someone from outside Asia talks about your slanted eyes you'll be offended, right? My English is not very good either, I hope you can understand. kkkkkkk (this is how Brazilians laugh on the internet, if you see several "k"s in a row on the internet you can be sure that the person is Brazilian)

And "negão" and "neguinho" are still mild (Friends can very well call each other that without any problem, even in cases where neither of them are black, as I said it depends on the context), there are very heavy racist insults in Brazil that I don't think it's good for me to be saying.
