If they negotiate before the US "allows" them to,they don't get any money and the US will start asking them for the "loan" repayments. It works for the Ukrainian oligarchs - they are not on the front line, Russia is not targeting civilians (which they remain) and the US is handing over Billions of dollars every year to them. These people did not live in Ukraine before the war - their entire families are already outside ukraine - and they will not live in Ukraine after the war.
