Russia permission nahi de sakta. Jo India-US civil nuclear deal hui thi wo NSG ki special waiver ke through hui thi. Iske according India ke saath koi bhi country civil nuclear project bana sakti hai but uska ya uske derivatives ka military use allowed nahi hai. India seekh ke apna khuda project jaroor bana sakta hai. Seekhna allowed hai, seekh ke saath me banana allowed nahi.
