She's asking about the culture behind it. Like anything else it's a status symbol and symbolizes that you have money and are part of a certain segment of society. The tricky thing is all symbols become gentrified with time. No longer is it gangstas and drug dealers or even car guys that drive around with hydraulics, pimped out cars, or big rims. I've known a couple of guys that took out 5k-10k loans so they can get some big rims and drive around pretending to be drug dealers.

Hydraulics were used to adjust the suspension height, to ride low, when you hit the switch the car pops up, and that part became a competition. They have competitions to see who can jump their car the highest at Lowrider car shows.

Lowrider car culture began in Los Angeles, California in the mid-to-late 1940s and during the post-war prosperity of the 1950s. Initially, some Mexican-American youths lowered blocks, cut spring coils, z'ed the frames and dropped spindles. The aim of the lowriders is to cruise as slowly as possible, "Low and Slow" being their motto. By redesigning these cars in ways that go against their intended purposes and in painting their cars so that they reflect and hold meanings from Mexican culture, lowriders create cultural and political statements that go against the more prevalent Anglo culture. However, this resulted in a backlash: the enactment of Section 24008 of the California Vehicle Code on January 1, 1958, which made it illegal to operate any car modified so that any part was lower than the bottoms of its wheel rims. , a customizer named Ron Aguirre developed a way of bypassing the law with the use of hydraulic Pesco pumps and valves that allowed him to change ride height at the flick of a switch. All I know is that sometime after World War II. Mexican Americans somehow decided it would be a good idea to fit their cars with hydraulics. Fast forward many decades later and it’s pretty much a part of their culture in certain parts of the south west

The type of car is called a lowrider. They are mostly found in the Los Angeles area. I am from LA and over there people like older gents take cars seriously, from street racing to muscle cars--to modern sportscars. Putting a hydraulic system on a car requires a lot of modifications and parts break very often, also its not a very comfortable ride and the job needs to be done right or it can have dangers. Its mostly a way of expressing who you are and what you stand for. Someone can easily spend 70K on customizing an old chevy its probably just a weekend car.

You probably don't know this, but those cars you saw in the music video have hydraulics. They have an air bag system which can dynamically adjust the car's height and suspension of any type. They even do it for competitions to see whose car can jump the highest. These famous cars where known as lowriders. And man, were they REALLY popular at the time, especially here in California! Fun fact, they actually originated in Southern California during the post-WW2 times by a group of Mexican-Americans who modernized their cars by colorfully spray-painting them and added wire-spoke wheels, and originally designed the cars to drive and ride very low to the ground, giving them the name "lowrider". However, the low height of the cars broke driving regulations and gave them tickets. That's why they invented car hydraulics, so that way they can adjust the car's height to it's original position whenever needed or whenever they want. But still, the name lowrider remained and you can still find these handsome, classic hydralic cars anywhere, mainly in the Western United States. My dad LOVES lowriders so much, and he always wanted to take me to a lowrider contest. By the way, you should check out the song "Lowrider" by War. The answer as to why those cars are jumping up and down is that they are lowriders. The lowrider culture started in California in 1959 when the laylow law was passed which stated that cars could not be so low that the frame could touch the ground. To raise and lower the ride height of their vehicles at will California and started adding aircraft hydraulics to their vehicles to raise and lower the frame that will.

People started putting hydraulic and pneumatic suspensions in their cars. This is where the term "Hitting the Highway" came from. I might be able to give context. In a history nerd not a car one but here goes. I believe lowrides, the cars that bounce, come from Hispanic culture. As to why they do, no idea.
