I remember when I was religiously playing Camo Cactus, an Imp and a scientist were hunting me down, but I somehow killed both of them with one shot. Useless fact: I realized that this Cactus in particular has piercing by default. So to answer your question cam, yes, there is collateral damage, but it's extremely situational that it's more rare than a legendary character piece.

Jade cactus is amazing for me, the splash is really strong and you can just shoot at a scientists heal station and it damages them and just is amazing, its health helps too and its speed decrease is barely even noticeable with the speed upgrade
