Yet Goma is almost entirely encircled, M23 has initiative and the power to change the frontlines, and the Congolese army is on its back foot, only responding to M23 attacks, forced to rely on foreigners to either impose ceasefires or defend Congolese up until very recently. The restructuring of the Congolese army is proof this is recognized at the highest levels of the Congolese government. You are simply not a reliable source of information.
