I just bought the RWBY Companion Book and they talk a bit about this scene. They said that Velvet's weapon and Semblance were determined a while back. Monty had put a lot of thought and effort into Velvet's character, but after his death, they had difficulty writing/choreographing this scene. They ultimately decided to reuse animation from the trailers as a tribute to Monty and his phenomenal work, which I think makes this fight so much more poignant.

this is my favourite scene in the entire series. It subtly points to how sweet, caring and underrating a character Velvet is. Using her friends fighting styles shows how much she admires and cares about them. I hope we get to see her again soon. As for Weiss, this scene just cements her status as my favourite character. She goes from being a bratty, discriminatory heiress who called faunus 'riff raff' and 'trash', to defending a faunus. She is a such a caring and strong individual, and I am so impressed with her development.
