I'm honestly surprised some people take issue with there being a black stalker, when we had the Mercenary faction who are canonically made up of foreigners. Also, the Zone is a strange land of mystery and adventure, a scientific marvel, a treasure trove of artefacts, and an escape from the outside world for criminals and anarchists. It's ridiculous to think that the only people who would show up there are just the locals. In real life, people from all over the world would be flocking to this place.
