i've read the first chapter of this event, as i have learned enough Japanese by now to do so, and while i don't want to spoil with any specifics, certain things about it feel out of pattern with the rest of the game, as if this event is weirdly unaware of certain major things of the general lore of the game, as well as certain very relevant characters i expected to have shown up already that haven't

No, there was 熊楠 who make a lot of old OST, but according the CREDIT page on housamo, there are four people who make OSTs. 熊楠（Kumagusu） 黒魔（Chroma） ぽんきち（Ponkichi） やきそばおおもり（Yakisobaoomori）
