Cuz his character arc ended when he died in the flashback. It was his death that pushed Ace to become strong enough to protect Luffy, and further inspired him to sail out to sea and destroy his father's legacy by cementing his own. His character was dragged down from the Pearly Gates of Decent Writing into the mess that post timeskip is, all to replace a character who's role had already been fulfilled; 'to protect Luffy even if it cost me my life'. Ace Who mind you, is a far superior character. So yeah, I personally don't hate Sabo, in fact I think his character in the flashback is amazing and completely necessary for explaining Luffy and Ace's determination to protect one another. Unfortunately his character post Dressrosa is not only lack luster but completely unwarranted and shoved down the readers' throats. Not to mention the amount of plot holes that his continued existence brings to the verse. Like, "how come not once did, Ace, Luffy, Dadan, Magra, Dogra, Makino, Woopslap, or Garp ever come across his bounty poster and put two and two together?" And then there's the amnesia plotline...Nuff said. I won't waste time tearing that down. Now he's just Walmart Ace but not as handsome.
