Imu confirmed Lily is the reason the Poneglyphs scattered. Cobra confirms Imu's hypothesis that it was intentional by revealing she's a 'D.' Back in episode 123 Cobra told Robin his family has been tasked to protect Alabastra's Poneglyph for generations. And in episode 770, it's revealed that the Kozuki's ancestors built the Poneglyphs. There lies a direct historical connection between Wano and Alabastra. Somehow, Wano needs to learn about Lily's letter along with her 'D' lineage. This could be something that will convince them to open their borders again. Also remember in episode 1080 when Robin said Alabastra's Poneglyph revealed Wano as Pluton's location.

I think Imu's Devil Fruit is related to the constellation Draco. Some images show the tongue of Draco looking exactly like that which stabbed Cobra and Sabo. Not to mention, Draco, in Phoenician/Canaanite traditions, was believed to have been slain by a Sun-God. It would also make sense that Imu is THE Celestial Dragon, literally a Dragon in the Stars.

Imu clearly has some western demon inspiration, some celestial dragon inspiration and some sea monster inspiration. The real answer is probably that his character and design and powers are inspired by multiple sources. His power does seem related to creation or manipulation of his form, perhaps intended to parallel luffy's similar ability to change his shape.

The antithesis to the focus of the story being dreams. Allowing Imu to have the various forms. (Dragon, Umibozu. And form devils tail) And grant his followers the “immortality” in a regenerating nightmare. Also work with Blackbeard being the neutral in having no nightmares.
