It's not how the code is applied throughout the quad. I observe for a long time in this whole quad. You can check how these brevet judges apply the code in 2021 WAG webinar for COP 2022-2024. It's mostly consistent throughout worlds and Euros. Flexed feet deductions are mostly applied to pike elements on floor. For example, they don't take any flexed feet deduction on Volleman Tisha (NED) 2019 Worlds QF Floor routine [Applying COP 2022-2024].They take it if they feel necessary to nitpick as an "E score cap".
