That was Kenya's position from the beginning, since President Uhuru. They diagnosed the problems there accurately. Nothing will come of the summit, it misses a key stake holder in this conflict. The main players in this conflict are Thsisekedi and M23/AFC, these need to meet and discuss their grievances which the summit can help mediate, but the two parties have to be at the table otherwise it is just talk and a photo opportunity.

From what I hear, this meeting was just a waste of time. When Kagame keeps talking about FDLR it simply means he wants to continue stealing the minerals and therefore the fight just goes on. There are actually various Rwandese rebel groups only waiting to get supplies and support by any of the neighbouring countries. This is because the hutu tutsi issue remains unresolved in Rwanda itself with so many Rwandese refugees still roaming the region and many in western countries and people are actually still fleeing Rwanda as and when they can. Sweeping the Rwandan issue under the carpet means DRC peace is still far away; they are just mopping the continual flow of water rather than switching off the tap, the source of the water itself. Kagame for some reason doesn't want to resolve the Rwanda problem peacefully and he wants to fight it, for how long, fighting will never resolve the problem

The reason why the rebels and Rwandans been doing as they please in Congo is because the Congolese government never look out for its citizens, they are non existent in many parts of the Drc while they’re busy securing the bag by all means.
