Shouldn't the government constitute an proper Engineering Study, in consultation with International Engineering experts, as to the best way to arrive at a good water policy for the whole nation ? Too often Engineering decisions are made by politicians or activists resulting in severely inefficient and even detrimental results. The elephant in the room is population...he is so right about it. Population explosion specially in south asia is the biggest problem we see poverty, corruption and a vast majority of ills in the society in that region. Building more dams, or water harvesting are at best the bandaid solutions. Nothing will work unless govt forces appropriate measures to shrink population in the entire south asian region. Have one child policy for next 5-6 decades, there should be severe penalty for violations of this policy. Humans are killing the planet and every other species. If we do not control it, nature will in a very cruel way.

India is proud of being a young nation as we have more youngsters than other countries, this could not be achieved if couples from 20,30 years back decided not to have a child. So if we follow this man's advice that not to have children, then how India will be proud of being a young nation. in next 20,30 years. Is it also not a crime on our future generations if we produce fewer children and expect them to take care of older people (that is us when 60,70 years)? which china is facing now due to its decision of one child policy, now that nation has giving permission to second child. I know this is a very unpopular opinion among the educated masses - our Earth can support 10 billion population... It is her average potential and we are stepping towards it only now after many thousands of years... What we are suffering is not the quantum of population but the irregular distribution of population which means the population is dense over some areas and it is thin over others... Why do we need to have a city or town on the river banks? Because river banks are fertile lands for growing food - resettle the people living around that in different areas... Also certain companies can be located anywhere like the IT industry - let them build one in a sparsely populated region instead of converting fertile cultivable plains... Let there be a limit to the size of cities and encourage development of towns... Educated people will themselves refrain from reproducing too much... So the solution is really somewhere else... If the Ox is sick let's not brand the buffalo....
