how the solution roadmap is built? who does the estimation of the epics? who projects those into a timeline? is it a top-down approach or bottom up?

Making the roadmap is Top Down approach and it is estimated at Portfolio level with Architect , Stakeholders and Product Roles. It is forecasted using epic size and ART's PI Level velocity.
