Are you stretching the clear and rubber elastic as you sew? If not, what is the purpose of using elastic?

It helps with stabilising the fabric. It helps with the return of stretch quality of the fabric which can lengthen without the elastic stabiliser. And it supports the fabric and aids longevity.
