I've been sailing out of Galveston since 2004 and it is my Homeport for most of my cruises since i live in Texas. Glad you enjoy it as well. Not sure about the other terminals, but TABC does not have a strong enforcement of the taxing of duty free liquor at the Royal Caribbean port.

We sailed on Princess out of Galveston one time which will be the last. Too many rules for Texas.

The fact that you couldn’t use the drink package until you were an international waters, and then we had to pay taxes on duty-free alcohol that we got on the ship when we brought it back.
