You have missed the main dilemma. Devaratha has the right to throne, but he still promised it to Vardha. And even Vardha knows that Deva won't break his promise, and so he keeps on calling him his Saalar. Now Deva has to choose between his people and his promise given to best friend. Almost like Karna & Duryodhana situation.

The real mastermind above all is Varadha, he knew from the start Deva is a shouryanga and despite that he called him his Salaar all along and used him to get the throne which he knew he alone will not be able to achieve.
