Yeah, when they revealed his tattoo through the sniper scope, I kinda guessed that was the case at that point. I remembered back to the flashback detailing the clans, the shourangha slaughter and the statue being desecrated and connected the dots. It wasn't 100% confirmed for me though until the big reveal at the end.

Everyone kept accepting the situation of these girls because they were scared of what the consequences could be for them as they either wanted to avoid problems for themselves or wanted to rise up the ladder.. Deva doesn't care about consequences.. he stands against wrongdoing and does what he thinks is right in that situation.. hope that clears your confusion..
