How does Salesforce know if a case priority equals high? What criteria is Salesforce determining the case priority based upon? Where are these case priority settings located?

on case record we have 2 field one is priority(Picklist) and other is isHighPriority (Checkbox)

@@salesforcegeek I understand that picklists exist. My main question is, how specifically does Salesforce determine which cases are high priority and which ones aren't? Is this something Salesforce determines by itself automatically? If it is, then how exactly does it happen? Do Admins have to manually tell Salesforce which cases are high priority of does Salesforce somehow automatically determine this by itself? What is the specific criteria that Salesforce makes this decision based upon?
